A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context
The Immediate Office of the Prosecutor (IOP) provides support to the Prosecutor in the day-to-day fulfilment of his functions. IOP contributes to the Office’s overall aims of being an effective and efficient organ which upholds the highest professional standards by participating in the implementation of best practices and performing a number of critical support, review and advisory functions, such as providing substantive advice and administrative assistance to the Prosecutor in the implementation of his functions, quality control and management of the Office. On behalf of the Prosecutor, the IOP also acts as an interface with the other organs of the Court ensuring effective inter-organ relations and communication as well as cooperation in the overall administration of the Court, and works closely with all components of the Office, to organise and hold meetings for senior management and record keeping in relation to those meetings, to implement the Prosecutor’s instructions on any matter so requested, and to ensure a consistency of standards and approach in line with the Prosecutor’s vision.

Duties and Responsibilities
Reporting to the Senior Advisor to the Prosecutor, the Programme Coordinator will perform the following duties and responsibilities within the Office of the Prosecutor (OTP):

  • Assume full responsibility for coordinating the implementation of all programme activities related to the Secondment and Trust Fund programmes of the OTP;
  • Supervise programmes staff and coordinate the effective implementation of the programmes across the various sections and units involved;
  • In collaboration with the Senior Advisor to the Prosecutor, contribute to shaping and aligning the programmes within the broader OTP strategy;
  • Coordinate all operational and programme management processes related to secondments, including the development of memoranda of understanding with releasing entities, operational planning, selection processes and on-boarding;
  • Coordinate and monitor the implementation of the Trust Fund Programme, including operational and project management processes and stakeholder management;
  • Provide guidance to donors and releasing entities;
  • Provide timely up-dates and reports on ad hoc issues and overall programme implementation to the Immediate Office of the Prosecutor;
  • Monitor, report on and contribute to managing risks within both programmes (e.g. timelines, budget, reputation and quality);
  • Define benchmarks to measure programme success, develop KPIs, streamline internal processes;
  • Develop and maintain a programme risk log and capture lessons learned;
  • Initiate and maintain dialogue on behalf of the Office of the Prosecutor with key stakeholders. Serve as focal point in relation to all internal and external stakeholders to the Secondment and Trust Fund Programmes.
  • Any other duties as required

Essential Qualifications

Education:
Advanced university degree (Master's degree or equivalent) in international relations, business development/administration, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
An internationally accredited Project Management Certification (e.g. PRINCE2, MSP, PMI-PMP, PM2) will be considered an asset.

Experience:
  • A minimum of five years (seven years with a first level university degree) of progressively responsible experience in programme management, implementation and monitoring is required.
  • Experience in programme design approaches and methodologies, such as results frameworks, theories of change, and/or logical frameworks is desirable.

Knowledge, skills and abilities:
  • Knowledge of project management principles

  • Excellent skills in communication, presentation, and drafting and an ability to prepare and present detailed and accurate meeting minutes as well as reports that are concise and accurately reflect the discussions;

  • Excellent coordination and supervisory skills and the ability to interact with senior officials;

  • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relationships with people of different national and cultural backgrounds;
  • Ability to keep strict standards of confidentiality; Professional integrity.

Languages
  • Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered a strong asset.
  • Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
